FRAMELESS_ICALL stores an index into zend_flf_handlers, and which function sits at each index depends on the loaded extensions, but zend_system_id did not cover that table. A file cache warmed with a frameless-declaring extension loaded at startup therefore crashed in a process started without it, or in one that loads it with dl(), which no longer registers frameless handlers since GH-24008. Each persistent frameless function now adds its name and arity to the id as it registers, because disable_functions frees the function records before the id is finalized.

process without it, or one that loads it with dl(), which registers no
frameless handlers. Each persistent frameless function now adds its name
and arity to the system id when it registers, before disable_functions can
free the function record.
