Fix PowerStream rule management rate limit

Replaces the outdated "50 requests/24h" rule management limit on the PowerStream introduction with the current limit: 5,000 requests per 15-minute window, per app, per rule management endpoint (confirmed against live ACL, XFDE-374). Keeps the note that GET /2/powerstream is governed by connection limits, not a request quota.
