Invalid SQL syntax accepted: VARCHAR(X)

For the following code:
ALTER TABLE temp_users ADD COLUMN phone VARCHAR(X) NULL;

I expected the SQL do not pass syntax check:

Current implementation does pass the SQL syntax check.

I created two proposed fixes for branches master and 5.11.x.

Please verify and merge if accepted.
