developtov2, this moves the GitHub actions that interact with issues and PRs fromdevelop. PR #10711 removes them fromdevelop.closed-issue-messagewas replaced entirely byclosed-issue-updatestale_community_prs- was already in place, butdevelophad slightly different permissionsIn the removal PR #10711, but not here:
