🎯 Changes

  • Prepare React and Solid devtools 0.15.0 through the normal Changesets command and PR version preview. Both packages have an obsolete 0.14.0 release that version-based update tools can select.
  • Stage a one-time version floor only while the dedicated minor changeset is pending. Validate both planned versions, restore both manifests on a plan mismatch, and reject either intermediate 0.14.0 at publish time.
  • Check stable package versions against npm release history before publishing. Twelve offline tests cover actual Changesets versioning, dependency and changelog updates, rollback, repeat runs, and prerelease exit.
  • pnpm test and pnpm run test:pr pass all 330 repository tasks. A throwaway repository dry run produced both 0.15.0 releases, passed a frozen install, and passed the read-only release-order check for all ten packages.

Stacked on #270 so project-discovery and release-policy checks both run.

Related to #168. Merging this draft prepares the next release; npm ordering is repaired when the generated 0.15.0 versions are published. No npm metadata was changed.

Stage one-time release floors for React and Solid devtools, then use the
normal Changesets workflow to generate 0.15.0 versions and changelogs.
Validate the actual plan, reuse preparation for PR previews, and reject
publishing either intermediate 0.14.0 floor. Remove deprecation tooling.

Cover release planning, rollback, prerelease exit, and repeated preparation
with real Changesets fixture tests. Keep example dependencies on the workspace.
