Ontologies are difficult to access #192

Currently, I have no way to see the terms in my ontology files.
From the dashboard, selecting an ontology file produces the "Cell Card not yet implemented" bug previous reported. #191

Additionally, the dropdown in the search field doesn't populate with all ontology files, I believe it should.

I believe my TestingCells ontology has at least 1 term (an anatomical term) but I can't confirm that.
Is there a way to navigate to the ontology file not from the dashboard?

    @stappan ontologies as we need them are not fully handled in the backend yet AFAIK. Precision itself was kind of hardcoded the last time we checked it @tgbugs

    There are some issues related to elasticsearch not containing any ontology records at the moment however there is another issue which is that urls like https://interlex.dev.metacell.us/tgbugs-test/ontologies/uris/precision-test do no resolve as expected even when the underlying ontology exists e.g. in this case https://uri.olympiangods.org/tgbugs-test/ontologies/uris/precision-test.
