Yes, Pro is enough and you don't need to move the repo into an organization. GitHub's docs say protected branches and rulesets are available in public and private repos with GitHub Pro, Team and Enterprise Cloud. The Team message you're seeing is the upgrade notice for Free accounts, because private repo enforcement needs a paid plan, and Pro counts as one. All four things you listed work on Pro. In a ruleset turn on Require a pull request before merging, Require status checks to pass (then pick your Actions jobs), Block force pushes and Restrict deletions. If you work alone keep required approvals at 0, because you can't approve your own PR. One thing to watch: as the owner you're an admin, and admins can skip the rules by default. In a ruleset just don't add yourself to the bypass list. With classic protection tick "Do not allow bypassing the above settings". The only thing that really needs an organization is limiting which people can push to a branch, and that's not on your list. |

I manage the private repository
Carlosmarques23/Stock-Intelligence, owned by my personal GitHub account, currently on GitHub Free. We need server-side protection for the default branchmain: require GitHub Actions status checks before merge, require controlled pull-request integration, prevent force pushes, and prevent branch deletion.The upgrade page for my personal account says GitHub Pro includes protected branches in private repositories, and GitHub's documentation says private repository branch protection and repository rulesets are available on Pro. However, the settings forms for this exact repository state that rules will not be enforced until the repository is moved to a GitHub Team organization account (classic branch protection says Team or Enterprise organization account).
For this specific ownership model—a private repository owned by a personal account—would upgrading the personal account from Free to Pro allow classic branch protection or a repository-level branch ruleset to enforce required GitHub Actions checks on
