GitHub Copilot is unavailable to me #209015

This looks more like an account restriction than a VS Code problem. GitHub docs say that if Copilot setup fails and you also get a 403 token error, the account can have a Copilot access restriction. In that case you cannot remove it yourself and GitHub Support needs to review the account. I would first check Settings → Billing & licensing to see if any Copilot plan is shown. If nothing looks wrong there, contact GitHub Support and ask them to check why Copilot Free is blocked on your account. |

This points to an account-level Copilot access restriction, rather than a VS Code configuration problem. GitHub's current documentation specifically lists 403 token errors in an editor and messages indicating that Copilot Free cannot be activated as possible signs of a Copilot access restriction. GitHub also states that these restrictions cannot be removed from the account by the user. Since the account already shows the GitHub Free plan and no organization is providing Copilot access, I would do the following:
There is no user-side setting that can override an account-level Copilot restriction. GitHub's documentation explicitly recommends contacting Support for an account review in this situation. Hello,
I am using a GitHub Free account and I am trying to sign up for GitHub Copilot Free.
When I try to activate Copilot, GitHub shows:
"Copilot is unavailable to you at this time."
In VS Code, I also get an HTTP 403 error when trying to enable Copilot Free.
My GitHub account is not part of any organization.
Could you please tell me why Copilot is unavailable for my account and whether there is anything I need to do to enable Copilot Free?
Thank you.
