What were you trying to do (and why)?

Running any brew command.

What happened (include all command output)?

Ubuntu log /var/log/auth.log is spammed with
a password is required ; TTY=pts/0 ; PWD=/home/user ; USER=root ; COMMAND=list

This also causes emails to be sent to me for this auth error, at a high rate.

Brief LLM help suggests that it might be caused by brew doing
sudo -n -k -l
and it suggests this might be the PR responsible for the behavior change:
#24062

What did you expect to happen?

No auth log/email spam from sudo in this case.

Step-by-step reproduction instructions (running brew commands)

Run any brew command, e.g. `brew update`, `brew upgrade`, etc. and look at the `/var/log/auth.log` on Ubuntu.

I can repro the issue on 2 dfifferent installs, one on x86, one on arm64, same Ubuntu 24.04.5 LTS
